PROLOGUE TO SPEECHES |

Considering the critical need, the literature on world government is strangely inconsequential compared to, for instance, that on World War II. Aside for E.B. White, Jonathan Shell, and a few elitist academicians like Elizabeth Mann Borgese and Elise Boulding, no prominent writers to my knowledge have dared to broach the controversial, even frightening subject in script or speech. A few science-fiction writers, notably Asimov and Clarke, describing the future, have often assumed a worldly or "earth" government as a given but with little detail as to structure, how it got there and who runs it. As one who wilfully transcended the national framework almost fifty years ago, while at the same time invoking an inclusive earth-bound allegiance I called world citizenship, in sheer defense of that unique status, I was obliged to declare a "world government" in 1953 if only to govern me, and other declared globalists (though I did somewhat impertinently include humanity in its symbolic framework). The "Ellsworth Declaration" - the 1st chapter in my book World Government, Ready or Not! - set forth that claim. The preposterous if timely declaration understandably led to a certain amount of public indifference. Contrarily, over the years, as public awareness of the nation-state's breakdown, categorized by war, began to increase abetted by the fatal environmental crises, the world government elicited intensifying and enthusiastic support from many quarters. Mainly through anti-bureaucratic inventions such as its own World passport, those unfortunate humans who became victims of national wars, refugees and stateless persons, were particularly enthusiastic when they learned of its documentary services. To explain myself and world government, I was often invited to speak to seemingly disparate groups. You have in your hands some of those talks. Though I wear various hats in addressing different groups: presidential candidate, professor, former soldier, international lawyer, cybernetician, educator, health advocate, environmentalist, humanist, or just plain ÒHead of World Government,Ó there is bound to be repitition of concept and practice throughout the texts. I thought it best to leave the talks intact rather than try to edit out the repetition since in any case, you will choose selectively, But the nain thesis is constant: World Government exists HERE and NOW. Arguments about how to bring it about are over at least for me and the hundreds of thousands of others who have chosen it as the object of their highest political allegiance. Today, more hundreds of thousands if not millions consider themselves world citizens. Given the philosophy that communication helps evolve better understanding, this collection I hope will serve to help define this new civic status so as to be more effective in our common social environment gone global. |
